Taxation on Ammunition?

Lets just say that I am your leader (state or national) and i have decided to try to p a bill to create high tax on ammunition. My reasoning for this would be that the current routines that permit some to have a weapon is still flawed and that doing this would help create another check in the system. As well, help lessen any violence between civilians.
