Well obviously that minestry guy likes harry potter alot so it makes sence that it would pop up in his mind but i didnt even notice. Anyway, it may be weird but you should look at anime pictures. Just pisctures but try to imagine that the person in the pic is the character. What ever emotion they're showing, you can make a situation for and then make events that lead to the situation.
