Breaking pony to drive?

Just wondering what opinions are on breaking young horses to drive. I drive and have broken before so am not looking for advice just interested in what ages people ( with experience please) think it's ok to break a horse to drive and drive it say, twice a week for twenty minutes at a time. I see so many horses for sale that have been broken at various ages and just interested in opinions on breaking youngsters .
