Why is the Bush Administration prohibiting the "911" hero's from going to Cuba to get the health benefits?

We should take care of these "911" hero's. I can't believe that this is going on. They risked their own lives for heaven's sake!! Bush should be ashamed of his "punk ***-self" skull n bones worshipper!!
