Is a FedEx package delivered (signed) if...?

the online tracker states: "Signed for by: Signature not required" (I specifically requested the package be signed for)? It could either mean they left it on the doorstep (Worst-case scenario) or that the intended receiver was there directly to get the package. Does anyone know which it is?
