Do VA Benefit money count towards total income for taxes?

I know it is non-taxable money. My question is if they will add that on to my total income making it what I earned? Or do they not count it and just go by my W-2's?? Also, in Dec. it went up a few dollars (I think it was $30) do I have to say I made (x) amount each month but when the last month I made a different amount??
